- Emphasis is given
to serve those most in need due to low income and other barriers to
service.
- Resources are allocated
based on identified need and a fair and open process.

be comprehensive, of high quality, culturally competent, easily accessible
and promote consumer choice, dignity and self-determination.
- Emphasis is given
to foster collaboration with other health care resources to ensure maximal
use of all available resources and minimal duplication of effort.
- Community input
and participation in determining what and how services are delivered
is encouraged and valued.
- Accountability to
the community and to our funding sources.
- Decisions are made
based on research and the best factual information available.
